dt-bindings: PCI: Add PLDA XpressRICH PCIe host common properties
Add PLDA XpressRICH PCIe host common properties dt-binding doc.
The PolarFire PCIe host uses PLDA IP. Move common properties from Microchip
PolarFire PCIe host to PLDA files.
